Claim only when the position is eligible
After a final market outcome, winning or refundable positions can become claimable. Portfolio distinguishes claimable state from positions that are merely closed or waiting for resolution.

A claim transfers the eligible settlement value recorded for a resolved position.
WHY
Closing time, final resolution, and claimability are three different states. Treating them as the same causes confusion.
